We have, but aren't they mostly rebuilding existing T-90As into the T-90M? The T-90A has nearly completely disappeared, we barely see them anywhere.
Actual new-build tanks are fairly rare. FWIW, it was discussed a while ago here or in the Russian military thread. Russians are mostly rebuilding and upgrading existing stuff, completely new tanks are comparatively rare, but the numbers of completely new tanks are increasing every month.

Probably cheaper and faster to refurbish. If they have the stockpiles to do it it's a good deal. WHen they will pass through the old stock they would have probably sorted out all the logistics to ramp up production of brand new frames. Ukraine was a big source of steel and raw material for Russia, would be interesting to see what iron foundry have replaced the production. Steel production got a huge drop in Russia at the start of the war and demand for it soar for ammo, vehicules for the war effort.

It is clear Russia cannot sustain high tempo operation forever, but they don't have to. If Ukraine + western aid run low on equipments, Russian loss will go down, and vice versa. So the question then becomes who is running low first? The war is a race between NATO and Russian war economy. Russia is betting on reduced attrition on vehicle once western aid dwindles.
Maybe they will turn to China for equipment.

According to somebody on another site, it is cheaper but not much faster. The T-72Bs being pulled out of storage today are in terrible shape and need an extensive rebuild. Stuff like cracks in the hull that have to be repaired. There have been videos posted on this forum of the T-72 re-production at UVZ. They strip them down to the bare hull and reassemble them with new components, not much different from what you would do with a new tank.
