Mix of propaganda and an attempt to fix Russian forces elsewhere before a probable offensive in the south. A direct attack on Russian strategic nuclear capability would be national suicide, not even the Ukrainians are reckless enough to try that.

The Ukrainians are not stupid, they are guided by American intelligence that is superior to what Russia has.
This attack on Belgorod is not some PR stunt, this is to force Russia to commit more forces to protect it's own borders so as to make it easier for a Ukrainian counter offensive to achieve a breakthrough.
Ukraine has no shortage of saboteurs in Russia thanks to the influx of millions of Ukrainians into Russia.
so even if they are really using some of them in these attacks on Belgorod then that is no issue for Ukraine

I have read that the missiles on outside for known coordinates and the inside are for moving targets at closer distance. These seem versions of Kh-38. The first thing they mention in RT Programme that it is a recon aircraft.

A few dozens of saboteurs aren't enough to force Russia from redeploying its troops. In order to achieve a strategic objective of forcing Russia to concentrate its troops in borders and divert away from other front line. Ukraine needs to put pressure on Russia in and around a long lengthen borderline with constant probe and attack on checkpoint and outposts and even raid Russian villages near borders.

Such attack should be guerrillas in nature and hit and run in tactic to preserve Ukrainian troops. Sending in deep inside Russian territories and sacrificed them would look more like a PR stunt than a long term objective to me.
