In this video the ROCA instructor has mentioned that ROCA tankers need to run through the entire firing process under 6 seconds (from target spotting to fire?) because the PLA's firing process takes 7 seconds. Is this true?

No one in China will suspect anything like this.
It appears that how to counter a PLA invasion of Taiwan has become a national pastime for the Americans, at least among the community of armchair generals, retired generals as well as military think tanks. In general, views are overwhelmingly pessimistic that Taiwan can prevent the landing of PLA on Taiwan at all, even with the intended invention from the US. Nevertheless, these people aren't going to give up, or at least concede that the best option for Taiwan is to seek a political solution with PRC. That's not acceptable, ... for the Americans, simply because for them, it will be the end of American hegemony in Asia.
So what's the solution? A total war by Taiwan, as this National Interest article advises.

Not to be blunt but if it is a Patton going up against a Type-99 or Type-96, does it really matter? But to answer your question, that figure is probably outdated. Back even in 2014, a second tier tank like the Type-96A could achieve this while traveling at 20-30kph.
I don’t see Taiwan as a great location for tank vs tank battles anyway. Whatever land that isn’t marshy or urban is mountainous, which makes it hard for heavies like the M1 and Type-99. Loitering munitions and even traditional ATGM or anti-vehicle mines are way better counters for enemy armor.
