Anyone knows if this is true? I find it hard to believe that S.Korea would ever agree to such conditions for using the F-35

I don’t think it is that harsh. But I wouldn’t doubt it that the fire control would be locked if the South Koreans want to use it against the US or an Allie, like Japan. This is why both Japan and South Korea are keen to develop their own fifth gen. It isn’t so much technical deficiencies of the F-35 than potential control of use.

I would doubt it until the very last moment - at the very least, this won't be open.
At some point plane is simply not yours anymore, and proactively permitting (as opposed to some sneaky backdoors) usage is weeell beyond sovereignty limits.
May very well just pay Americans to station a couple of F-35 squadrons in your(is it really yours, though?) country at this point.

The F-35 isn't just any plane though. It is a force multiplier and could potentially alter the outcome of a war.

Let’s remember our “source” here. It’s the Twitter account of a Chinese political talking head. The CCP loves to egg on bickering between its neighbors and rub salt in Japan well poking fun at the US.
Though there is a ton of boiler plate grudges between Korea and Japan it’s not likely to result in a shooting war between the RoK and SOJ unless you have a titanic policy shift that would be akin to a political revolution.
