I would doubt it until the very last moment - at the very least, this won't be open.But I wouldn’t doubt it that the fire control would be locked if the South Koreans want to use it against the US or an Allie, like Japan.

At some point plane is simply not yours anymore, and proactively permitting (as opposed to some sneaky backdoors) usage is weeell beyond sovereignty limits.
May very well just pay Americans to station a couple of F-35 squadrons in your(is it really yours, though?) country at this point.

Though there is a ton of boiler plate grudges between Korea and Japan it’s not likely to result in a shooting war between the RoK and SOJ unless you have a titanic policy shift that would be akin to a political revolution.
