Vietnam.net said:
Representatives from Russia and Vietnam signed a document on the transfer of a submarine sailor training center for the 636 Kilo class submarine in Cam Ranh Bay to the Vietnam Navy.

On Novemebr 7, 2013, the first of six Kil submariens was handed over to Vienam. it's crew had already been trianed in Russia.

According to the Vietnam News Agency, the official handover ceremony for the submarine will be held in January 2014, on the occasion the first of the six submarines of project 636 to dock at Cam Ranh Bay.

More than 40 Vietnamese naval officers studied under a 1.5-year program in Russia to train teachers and trainers for the center.

The contract to provide six “Varshavyanka." class diesel-electric submarines worth $2 billion to Vietnam was signed in 2009. This is one of the largest naval equipment export contracts of Russia.

The leading analyst on defense in Southeast Asia, Prof. Carl Thayer, said that the military balance in the East Sea will change when Vietnam puts into use Kilo submarines.

The first submarine named HQ-182 Hanoi has now been handed over to Vietnam. The second submarine named HQ-183 Ho Chi Minh City has been completed. All six sumbarines will be named as follows:

HQ-182 Hanoi
HQ-183 Ho Chi Minh city
HQ-184 Hai Phong
HQ-186 Khanh Hoa
HQ-185 Da Nang
HQ-187 Ba Ria-Vung Tau

Kilo class submarines are capable of operating at sea in 45 days and they are considered formidable weapon by quiet operation, small noise and being equipped with modern weapons, including missiles and cruise missiles.

I add, a floating dock is under construction in Vladivostok, under the contract.

And some rumors for an agreement allowing the Russian Navy use Cam Ranh...

6 Kilos IMHO would cause a slight shift in the balance of naval power in the SEA region! There could be a mini arms race going on there in terms of naval acquisition! I wonder what the neighboring countries think of this major acquisition for such a country not known to have much of a naval power!

Well, The PLAN and Vietnam have actually had armed clashes in the South China Sea before (1974-Paracel Islands and 1988-Johnson South Reef), and Vietnam came out on the short end of the stick.

I imagine Vietnam is determined to not allow that to happen again.

So, the PLAN will be forced to take note and be very wary of a Vietnamese sub surface threat in the future.

As to others, it is certainly also a message to others with disputes with Vietnam...but I think the principle message is to the PLAN.

no doubt about it Jeff. Just a few super quite subs in the shallow waters near Vietnam will pretty much preclude any major ships from going anywhere near it. What's ironic is PLAN's Yulin Naval base is just right around the corner.

Anyway in a real no holds barred conflict however Vietnam has the unfortunate geographic location next to China. They would and should be a LOT more worried about PLA and PLAAF than PLAN.

Oh yes, no doubt about that in the broader context.

They are however addressing the maritime side of the island disputes. In the past, the PLAN has been able to operate with virtual impunity in that regard and has simply swatted aside any Vietnam contention on the sea.

That will not be so easy in the future. Any serious confrontation now would require the PLAN to send its own subs into the area and try and neutrailize the Vietnam subs. Such a confrontation would be a huge escalation and could result in the loss of very major assets to either or both sides.
