Which one is stronger? Chinese coast guard, aka maritime surveillance, or the Filipino navy? Let's exclude the PLAN.

Hard to assess given the lack of knowledge on CCG's fleet. Do you only count Coast Guard? Or MSA? FLEC? CMS? But if simply looking at armament, I think the Filipino Navy should be stronger because they field higher caliber guns.

Re: ASEAN military news

Cutters and surveillance ships are too expensive and not very cost-effective. The cost of a 4000 ton corvette/frigate may only build few cutters, but one frigate could easily sink 20-30 cutters.

Although I do admit that frigates are not as flexible as cutters. They are military instead of civilian. Sending one into the region is more declaration of war than normal dispute.

It has more to do with what colors the vessel operates under I reckon - even if it's a cutter, if it flies the navy colors then it means the that side commits military assets into the plot, escalate the crisis level and, as the aggressor - which in this case we all know who that is.

As much as the crisis is seems to be averted now, I still stand by the assessment that it's only a matter of time a real shooting war have to take place...not only China can't always dodge the muck that Vietnam, Philippines and the US keep slinging at them, think about how long can the Chinese gov't press down the cry for war from its citizens? It's one hell of a pressure cooker and it either kaboom due to overpressure, or find a vent for the steam to let loose.

CHARLESTON, S.C. - A decommissioned U.S. Coast Guard cutter that was based in Charleston is heading for the Philippines.

The Dallas is being turned over to the Philippine Navy during a ceremony Tuesday at the old Charleston Navy Base. The cutter was decommissioned at the end of March.

The 378-foot cutter Dallas has patrolled off the Vietnam coast and in the Pacific to the Mediterranean during the 45 years since it was commissioned in 1967.

USCGC Dallas Change Over to Philippines Completed

STAFF REPORT Posted: Tuesday, May 22, 2012 2:21 p.m.
UPDATED: Tuesday, May 22, 2012 2:50 p.m.

The Charleston-based Coast Guard Cutter Dallas officially transferred to the Philippines military today in a ceremony where America’s long ties to the Asian nation were repeatedly promoted.

Rear Adm. John H. Korn spoke of U.S. and Filipino cooperation during World War II, and the friendship that has been in place for decades.

“I hope she will serve the Philippines as faithfully and capably as she has served the United States of America,” he said during a transfer ceremony.

The American flag came of the Dallas for the last time. The new crew is going under training.

The Dallas is being transferred — without charge — after a 45-year career in U.S. service but amid the realization it had become too costly to maintain.

The boat’s new name will be the Ramon Alcaraz, to honor a Filipino naval officer who captained a torpedo boat in some of the earliest engagements with the Japanese at the start of World War II.

THANK YOU DALLAS FOR YOUR SERVICE.

Speaking of that, expending the fleet also means more personnel are needed to operate them. Does the PN submit the needed projection and budget requests as well?

PAF buying new trainer jets

MANILA, Philippines—The Philippine Air Force (PAF) is ordering this year a number of brand new aircraft.

These include 12 lead-in fighter trainer jets, eight light transports, three medium transports and attack helicopters.

The PAF said the order is among 38 contracts that the air branch of the Armed Forces of the Philippines will sign this year. Delivery of the aircraft is expected in two years.

“Within the year we expect to sign contracts. We have 38 projects lined up, foremost of which is the FAA lead-in fighter trainer or LIFT. We have attack helicopters coming, light transports and medium transports that are slightly smaller than the C-130 cargo plane” currently in use, PAF spokesperson Col. Miguel Okol said.

“They have been approved by the senior leadership (of the Department of National Defense),” he added.

He said the rest of the 38 contracts were still being finalized.

From being one of the best in Southeast Asia during the 1960s, the Air Force fleet gradually deteriorated and became obsolete without being replaced, leaving the country with no external defense capability.

To upgrade the entire military’s capabilities, the DND and AFP are working to fast-track the approval by July this year of a total of 138 contracts.

The contracts, mostly aimed at boosting badly depleted air and naval assets, would be implemented for the duration of the Aquino administration.

China Offers $20 Million in Military Aid to Cambodia Ahead of ASEAN Meeting ...

Men Kimseng, VOA Khmer | Washington, D.C

Cambodian and Chinese defense officials agreed to a major military assistance package Monday, days ahead of a meeting of regional defense ministers in Phnom Penh.

The $20 million agreement was signed by Chinese Defense Minister Liang Guanglie and Cambodian Defense Minister Tea Banh on Monday, local media and Xinhua reported.

The assistance would be for the construction of military training schools and hospitals, Xinhua reported. Liang was to have a consultative meetings with Asean defense ministers Tuesday evening “to explain China’s stance on the South China Sea issue,” Xinhua reported.

Cambodia is currently the head of Asean, and the South China Sea issue pits Asean members Brunei, Malaysia, the Philippines and Vietnam against China, which has steadily expanded its influence in the region.

Cambodia enjoys especially close ties with China and receives numerous aid packages from Beijing.

“It is good that he is going to explain China’s stance directly to Asean defense ministers,” Tea Banh was quoted saying in the Phnom Penh Post Monday. It was Cambodia’s decision to invite Liang to talk with the ministers, he said.
