Unfortunately to be defined as category three it requires to be a natural island so reclaimed islands do not fall under that category.
To change law you'll need a majority vote from the signatories of UNCLOS. This can not be changed unilaterally to fit one's agenda.

The categories I listed are pulled directly from the UNCLOS statutes. A category 3 feature can be artificially expanded and still retain it's entitlements under UNCLOS. Agenda does not figure anywhere in the information I shared in my reply to Blackstone.

What's the convention on if artificial islands will always remain "artificial" for maritime territorial waters purposes (i.e., only 500m safety zones)? Are there artificial islands created by other nations in the past anywhere in the world that now have 12mi maritime territory?

Does Dubai Palm Islands count? It does extend the 12mi coast a further.o_O:p

The keyword is landmass that is required to be natural.
Basically you can't dredge a reef that is completely under water at all times to make a landmass.

Landmass built from natural materials, like dredging or by nature are still the same. Water rises or sinks over time to create land masses or shrinking it.

That's what's called a splitting hair argument.
Natural and artificial have different meaning. Even if the materials are natural, the act of creation of the land mass if it is not by natural means is by definition artificial. In other words, it is the process of getting to the end point that defines whether it is natural or artificial.
