Talking about nuclear weapons, I think I should have a better idea since my parents worked at 401 Institute, formerly 601 (I think), in Beijing. And I lived within the facility for 10 years. Its full name is China's Institute of Atomic Energy. Of course, we weren't allowed to tell people the actual name, only "401 institute". I know that Soviets helped a big deal, at least in terms of establishing the infrastructure. My parents always joke about how hulky those structures were, just like Russian bears. And next to our elementary school, there was a building simply called "building #1". It was a dorm/hotel built for the Soviet experts back in the 50s and early 60s. My dad told me that the Soviet experts pulled out when he started working there in mid 60s.
So I would say that the Soviets definitely contributed more than any other nations. And one or two Chinese scientists going back from the States had little to do with the grand scale of things.
