The only reason why get that impression is because we a traitor (Zardari) in power as president for the last 5 years. Pakistan's Military Leadership had no choice but to keep this street-mut (Zardari), in power. This is because we have US-NATO in Afghanistan for 11 years. Drone-Strikes by America in Pakistan's territory for the last 6 years. Enemy's (india) proxy units, which are better known as the terrorists TTP, conducting acts of terrorism for the last 4 years.
In such conditions, it wasn't prudent to remove a democratically (via thuggery, rigging votes, murders) elected PPP-Govt, by Pakistan Military.
Since Zardari was a crook, a two-bit criminal, China was wise not to engage in any economic and military deals with this traitor's administration. This was the main reason why there weren't any big strides made during the last five years. But since the change in power, we have seen the increase of big projects coming in with the likes of Nuclear Power Plant and the construction of Railway-Link between Pakistan and China.
So yes, although your observation is correct, it is but short sighted. Pakistan and China's relationship has stood the test of time and has withstood many adversities over the last 50 years!
