No, the $4 billion does not include any of that. I would think if they are really aligning themselves with china, you would probably see $50 billion in military purchases. I would be shocked if that happens though. Then, we would be talking about not just 3 brigades, but also j35, 052d and ballistic missile defense.
Aren't we already talking about j35, 052d? Isn't the J-35 export tailored for the gulf countries? Doesn't the ship launched YJ-21E imply 052D export? I'm sure China is prepared to sell ballistic missile defense also.

Well, it hasn't been formally announced yet. I don't think yj21e automatically implies 052d export. There has to be a decision made at very top in Saudi leadership for a hard switch. And you can bet there will be plenty of western pressure along the way.

Think about this. $200 million per j35 for 100 of them and associated spares, missiles and such can easily add up to $25 billion. Maybe even more if they are doing local production and tech transfer. 5 052d with associated weapons would be probably $5 to 10 billion. Bmd and hq9 sales could be another $5 to 10 billion. 3 brigades is probably another $10 billion. Values often get really inflated when you sell to the Saudis, so I think $50 billion for a hard switch. That I think is still quite unlikely to be announced all at once.

Border town? Shops and businesses in Vientiane, the capital, prefer yuan than kip since around 2014.

Capacity of the Polish Malaszewicze and Biała Podlaska terminals, both near the border with Belarus, will be extended with 13 additional tracks.
Both the terminals are located in an important area. The most heavily used route on the New Silk Road runs through this region, and Malaszewicze handles the bulk of the rail freight volumes between Europe and China. This has resulted in congestion at the border, and the need for capacity expansion.
capacity from Belarus into Poland is important. It's obviously important for Belarus to continue to collect fees on train traffic passing by.

So most recently, they signed this agreement with Algeria and Belarus.
Before that, they signed it with Kazakhstan, Russia, Pacific Island countries and ASEAN countries. Am I missing anyone here? Probably some in Latin America and Africa also. It's unclear to me what this actually means.
