Chancay port & what will get built around it will take traffic away from America. Especially if the Longshoreman union win in their goal of making American ports less automated.
Apparently, this port and other Chinese ports remove dependencies Central and South American nations have on US's LA port for shipping.
The Hutchinson Port EIT in Ensenada Mexico took most of the logistic business away from Los Angeles. And now, they are consolidating the logistics situation and are expanding.
In the first Trump administration when he halted some containers of avocados at the border to look tough. A major disaster for the Mexican farmers was averted when the shipments were immediately purchased and we on ships to China within days.
China is poised to scoop up all the organic resources now feeding the USA in the case that the USA tries to pressure Mexico with embargos.

By offering alternative shipping routes, China helps the LAC become more resilient to US economic coercion.

standard gauge (Chinese standards) railways, all 3 routes are confined to Northern Vietnam as Hai Phong is just east of Hanoi.
the article didn't mention whether those railways are HSR or not.
I guess China may be OK to build HSR for northern Vietnam, but should stay wary of extending it all the way to Ho Chi Minh city.

People and the ruling elites in Southern Vietnam are pro-USA due to historical reasons, and likely would not look favourably on a Chinese built HSR to enter their territory.
