Wrong, economic development is not a provocative act, it is in Nepal interest to seek development from whichever country willing to provide. If its arm ship then I agree with you BUT for this one its up to India to match it and NOT complain, It only make her weak.

I don't know how many rivers flow from Nepal to India, but if you build the dams to deprive them of water ("I think china should massively fund Nepal construction of dams which can starved India") it is provocative indeed, there is a major tension between Egypt and Ethiopia due to latter's Great Ethiopian Renaissance Dam on the Blue Nile that might greatly reduce the flow of the downstream water.

The article makes it seem like this is a new development. But work on improving the Russian rail links towards Asia has been ongoing for several decades now. Buried in the article you can find that the capacity of Russia's eastern railways was 97.8 million tons in 2013, and is expected to be 180 million tons this year. This is basically a near doubling of capacity in a decade.
