That is true, but then you're comparing the cost of GPS shells against simple dumb shells, the Excalibur the US uses costs a whopping $68,000 vs $800 for regular 155mm. It will not be economical even if it is more efficient.it isn't true.
GPS/INS shells are more effective in supression/against area targets/targets that can't be properly identified, either.
Simply because they allow to replace normal dispersion with a uniform one. Basically, flat grid.
