So the implication is that China is still significantly behind Russia in overall kinetic capabilities? Or specifically in submarines and bombers?

It can be C&C/Elint/EW/logistics to support long range strikes.
for example I doubt China is prepared to conduct air logistical operations on scale that Russia conducting in in Syria and Africa. that already several thousands kms away when you look at zigzag transport route.
before that there was limited kinetic operation in Ukraine.
once Russia fully built Arctic sea route and railway infrastructure i doubt any other country can afford kinetic operation on scale of Russia. they will be alot less constrained.

Also, is the max speed of 1.75 Mach at altitude the speed while carrying missiles on hard point? This seems lackluster compared with legacy flankers.

Since it is not for export we won’t know anything official but according to Yankeesama, it’s look down range is longer than the lookup range of a Su-35.

What is publicly known is that the KLJ-7A has a lookup detection range of 180 or 170KM against fighter sized targets.

The BVSS series of computing systems is a vivid example of such work.
