This is hardly surprising. Russia was supposedly buying Grad rockets from Iran. They simply don't produce enough MLRS or Iskanders for combat in Ukraine. Production for those will have to be expanded.

Another possibility is a new program like RS-26 Rubezh. With the possible future direct war against NATO, with the US deploying the Typhoon system in Germany, Russia will likely start mass production of this system so they can hit targets in Europe without using the more expensive long range ICBMs. Those will be reserved for a direct strike on the US. This is a return to the days before the INF Treaty where you had the RSD-10 Pioneer and the BGM-109G Gryphon. Everything old becomes new again.

Ukrainians describe that the Russians could have created a derivative of the RS-26 Rubezh based on two stages of the Topol-M engine.

Against this background, we can only add that Russia apparently created its RS-26 Rubezh based on two stages of the Topol-M's engine, and therefore has cranked-up facilities that can produce this IRBM in large quantities much faster than the United States can make LRHWs.

The thing is, Russia at this point has mostly replenished its ICBM stockpile. Most Topol and a large chunk of the Sineva missiles were replaced with Yars and Bulava. I think just for making the Rubezh that size of expansion does not make sense. It looks like in a lot of sites they will have double the production capacity.
