Probably because rubber, which is often used in radar absorbent coatings or RAM, interferes with radar. In this case, might be SAR or ISAR being used by satellites. The resulting satellite image either doesn't look like a plane or it would vaguely look like a plane in fragments.

I doubt it's used to protect against charges.

The BRG-1 robot, weighing 250 kg, is controlled remotely and is capable of carrying a payload of up to 100 kg. The robot can reach speeds of up to 15 km/h over rough terrain and is powered by a 52-volt battery. Currently, the robot can work for up to 2 hours. A turret with the ability to rotate 180° is installed on the robotic platform. Vertical weapon pointing angles of the robot are up to ±45°. The robot can be equipped with PKM, PKT machine guns and grenade launchers.

This kinda brings issue in chain of command on the system. Target Identification is difficult and it compounded by fact that decison making is rather long.

When the operator mentions commander i wonder what commander he is talking about, the SAM commander, battery commander or someone else higher ups. The Tor is fully independent but can also operate as battery with central PPRU vehicle with "Dog Ear" radar to provide target designation. If such operation is sought, the target identification will be handled by the higher ups and the SAM vehicle receive only designation and fire command.

Yes, such organization of work slows down decision-making.

Not sure that thing can survive an anti-personnal mine ? Still better than having more wounded in that situation... Still interesting concept, the low profile and carrying capacity could remotely bring a nice package of ammunitions to forward firing positions too.
