They only have Boeing left.It seems much deeper upgrade to Tu-214. It can become competitor to MS-21. If you look at the whole region Perm, Samara, UFA, Yeketenberg they are all linked to Kazan. So all the industrial supply chain for Aviation and Auto is at one place. This alone give advantage over building Superjet/MS21 in Siberia.

There is no shortage of possible aviation projects which could be done. Other than the MC-21 and SJ-100 which are reasonably modern projects there are no modern small regional or large aircraft. They need something like Bombardier CRJ series or the Boeing 787 but they have neither.
Then you have the military transport sector. Which is a total waste. There are no modern An-72, Il-76, An-124 replacements.
It is a waste of money when the MC-21 can do everything it does better.To be fair it's not like Tu-214 is a brand new aircraft. A modernization isn't necessarily a bad thing.
