It seems much deeper upgrade to Tu-214. It can become competitor to MS-21. If you look at the whole region Perm, Samara, UFA, Yeketenberg they are all linked to Kazan. So all the industrial supply chain for Aviation and Auto is at one place. This alone give advantage over building Superjet/MS21 in Siberia.
I doubt Aviation robots will have same features as those used in Auto industry. Best Japanese Automobile has maximum 25 years span like Land Cruiser while Passenger Civil airline are now getting build for 60 to 80 years life span and dealing with much higher stresses.

If there are building more highways there will be more Single family homes. and this only way to increase demographics.
The Russians are being retarded. Even the US does not waste money on two transport aircraft in that class, Lockheed and Douglas are gone, and their airplane market is much larger. They only have Boeing left.
This is just blatant pork barrel politics by the Russian government to satisfy the Kazan political mafia. If they wanted to give money to the industry there, a lot of other projects could have been pursued other than this complete duplication.
There is no shortage of possible aviation projects which could be done. Other than the MC-21 and SJ-100 which are reasonably modern projects there are no modern small regional or large long-distance aircraft. They need something like Bombardier CRJ series or the Boeing 787 but they have neither.
Then you have the military transport sector. Which is a total waste. There are no modern An-72, Il-76, An-124 replacements.

To be fair it's not like Tu-214 is a brand new aircraft. A modernization isn't necessarily a bad thing.
It is a waste of money when the MC-21 can do everything it does better.

Replacement of An-124 is related to progress wide body airliner engine. IL-476 is most modern transport plane now in production.
Tu-214 surely needed both from technical point of view and life cycle cost. The Special flight Squadron Tu-214 are certified for 10 to 13 hours flight time. and there is big demand for that.

Rosatom plans to build five Arc7 class container ships
The head of the project office for Arctic development issues of the Rosatom state corporation, Sergei Chemko, announced this at the XXII All-Russian Forum "Strategic Planning in the Regions and Cities of Russia" in St. Petersburg.
"We see great interest in the development of container shipping. Our internal company, which is part of the state corporation, JSC Rusatom Arctic, is currently making a joint venture with Newnew Shipping Line (China) and we are planning to build five container ships of the high Arctic class Arc7, these vessels can navigate without the help of an icebreaker in ice up to 140-170 cm," Chemko said.
According to him, the NSR "is turning into a large Northern Sea Route with borders in the port of St. Petersburg," which is important, since a new transport corridor is emerging. After the commissioning of high ice-class container ships, the ports of St. Petersburg and Arkhangelsk are planned to be used to launch year-round Arctic transportation, Vedomosti writes.
"Initially, these will probably be the base ports of China and the port of St. Petersburg, and when the deep-water area of the port of Arkhangelsk is put into operation, we will improve efficiency and work for Arkhangelsk," Chemko noted.
