Like the article says just because Iran got the license to export cars to Russia does not mean they will sell there.
Competition will be though.

Parallel import of iPhone and other smartphones to Russia is under threat: many companies may abandon this scheme


A significant increase in prices for new items is expected


New U.S. sanctions that ban the import of smartphones and other electronic devices over $300 into Russia could affect parallel imports, Vedomosti reports.

Many companies and legal entities may refuse to import parallel electronics to Russia for fear of falling under Washington's restrictive measures. So say the participants in the electronics market.
“It is one thing when an American company, on its own initiative, officially stopped deliveries to Russia, and quite another when the delivery is prohibited by sanctions,” said Mikhail Burmistrov, head of Infoline Analytics. New risks can significantly increase the cost of equipment.

Burmistrov believes that large retail chains will completely refuse to sell Apple equipment, as this is fraught with secondary sanctions. In addition, smartphones can “turn into a brick”, for which buyers will have to return the money.

According to program director of the Russian International Affairs Council Ivan Timofeev, given the possibility of the United States to impose criminal prosecution for violating sanctions, parallel imports become a much more risky activity.

The head of Telecom Daily Denis Kuskov clarified that export restrictions will affect not only the iPhone, but also all smartphones over $300 that are manufactured in the United States.
