The 052Ds probably too expensive for the Russian navy.
I mean yes they aren't that poor to not be able to buy some, but if they want to procure a greater number of them, we'll, not enough money.
I don't think there are any difficulties in acquiring 2 or 3 destroyer Type 052RU (Russian Type) hulls also because the armament, part of the systems, electronics and radar should be supplied and installed directly by the suppliers when they are in Vladivostock.
As I wrote, these 2 or 3 Type 052RUs must mainly serve the Pacific fleet and their number could be adequate to the needs.
The Pacific Fleet currently has the following destroyers or destroyers reclassified as frigates available
