What you see is just surface corrosion. Easily treatable. Ships get this sort of corrosion from just setting in-port. I must say we seldom see PLAN ships in this condition.

That and also, ships just out of refit shouldn't look so.

Agree with your assumption. On the other hand, it wouldn't bother me if there was no rust: it's better for the photos...

.................bit difficult to tell, but does it look like 136 was ever repainted after refit?..........as of some images previously shown of 136 on trials, she ship looked a bit of a mess paint wise?

That's already way last year, and those last set of pictures should be old too. I can't think why 136 isn't repainted already by this time considering if you look at my April 10 2020 post, 137 is already getting repainted. That picture isn't new too, when you consider 150 (052C) is right next to 137 and that ship went into maintenance last year.

I've been watching the Russian military for ten years and it's great to see these old soldiers get a new lease on life. Apologies for the unformed question - what changes did they make to these ships? Did they swap out the engines? I can see it has new anti ship missiles and Sino-RAM.
