She has been doing trials. I believe at the stage where this picture is taken, she is undergoing shipyard trials. By the time she is spotted with two YJ-12 canisters, or when she is spotted in a PLAN naval base, she may already have moved to weapons trials, which at this stage is conducted by the PLAN. Once on all that is done, she may get rewarded with a new coat of paint.
One finished and is running trials.
Another is on the process of being upgraded.
Two are running around not upgraded yet.

The models I have seen miss the radar on the back that is entirely new on the Sovremenny.
The Sovremenny is on the left side is no. 137 being refitted, along with a Type 052C is on the right. The Sovremenny is fitted with a Chinese Type 364 radar on the aft black mast, which is the same radar you see on top of the Type 052C. Previous to the refit, the Sovremenny has no equivalent to the Type 364 that was fitted there. This is a radar specifically made just to find and track sea skimmers.
Yeah, lot's of rust. Was the upgrade a good choice at all?
What you see is just surface corrosion. Easily treatable. Ships get this sort of corrosion from just setting in-port. I must say we seldom see PLAN ships in this condition.
