what kind of upgrades, anybody knows?
probably domestic version of electronics to allow better communication and data linking + data fusion with other ships in the fleet.
Imagine they added in a VLS system!!

Just thinking about the kind of upgrades they can perform on it. They can't change the propulsion system. I'm not sure how they would add VLS or change anti-ship missile. They can replace main gun with PJ-38, although I think sticking with AK-130 makes sense. On the older Sovs, they can replace the AK-630M with PJ-15 or PJ-12. They could improve ASW suite of Sovs, but I don't think you can make it a better ASW ship than 054A. So the biggest change they can make is to improve the electronics and use domestic ones, so it can coordinate better with other PLAN ships.

I think they could change AShM by replacing slant launchers for moskit with YJ-18 or YJ-12 slant launchers in the same position.

But I also doubt there will be any armament changes, mostly electronics and datalinking.

Can someone tell me what's the use of the mat around the hull? Is this normal for major refits?

Main advantage with VLS greater rate of fire particularly useful against aerial targets for counter saturating attacks. All VLS launch a minimum of 1 SAM all 3 sec ( Mk-41 the best 1 by sec ) the best no VLS with arm the MK-26 one SAM all 5 sec.
Don' t have data for Chinese VLS presumably in this range.

This is of course limited by the number of targets that can be engaged simultaneously this giving the true combat power* of a vessel and there are ofc AEGIS or like ships btw 12/22.
* Ofc also the number of missiles carried by the ship.

VLS have a disadvantage it is almost impossible in practice to recharge at sea, only US Ticonderoga and Burke Fl I could in theory with a crane in a module.

Well, if correct, that one photo (which I believe is more than likely a fan-boy wish list rather than anything official) shows the Gadfly AAMs being replaced by a Chinese VLS, and the Kashtan CIWS being replaced by what looks like 730 CIWS, or perhaps the larger 1130s, and a FL-3000N launcher.

I am sure there are other sensor changes too.

Those armament changes would be GREAT additions, but somehow I just do not seeing it being that extensive.

Changing to the VLS is going to add all sorts of ballasting and displacement issues that I doubt the PLAN is going to want to deal with at this point. I could be wrong...but those are my thoughts..

The Kashtan is a very good system...but it is a Russian system. Replacing them with Chinese CIWS could make sense if the PLAN is worried abiut repair/replacment parts and missiles, etc. But as to whether they will add a FL-300N system as well...is questionable.

But time will tell.
