This photo must be a several months old because a Vietnamese newspaper Thanh Nhien posted images showing a multi-story building under construction as early as 3 December 2014 (see no_name's post #656).

Yes, I agree with @Geographer.
I can't see the multi-storey building but only the foundation.
This picture is a few months old.
Woody Island looks like a nice and quiet place for a vacation.
From what I know, it is only open to mainland visitors.
It's not a new pic but haven't been posted before and shows a good layout of the island from air and where the current building is.
That's a great, progressive animation of the progress with reclamation on that island over a 6 month period.

Who or what organization has been publishing these photos that first appear on Chinese websites? Is there a Chinese Digital Globe?
It appears that early schematics showing a preserved lake in the middle of the base were incorrect. Yet China does appear to be preserving the small dredged canal at the original base.
