Something like this would be ideal for SCS But not sure the tidal height on those island

By itself floating nuclear power plant is safe Russia just built and towed it to north pole The caveat is natural disaster like typhoon and or Tsunami that can inundated those platform. But if you provide self power they can be moved to deeper sea when typhoon hit Anywa China did wreck the ecology system in the process of building those artificial islet But Nature is much more forgiving and resilient Now they try to restore the ecological system of those SCS
China launches ecological protection facilities on Nansha Islands

BEIJING -- China put facilities related to ecological protection and restoration into service on three reefs of the Nansha Islands on Tuesday, according to the Ministry of Natural Resources.
The facilities on Yongshu, Zhubi and Meiji reefs will be mainly used for the protection and restoration of coral reefs, which are key to the ecological security of the Nansha Islands and the whole South China Sea region, the ministry said.
They will lead to better understanding of the coral reef ecosystem of the Nansha Islands and tailored conservation and rehabilitation measures, it also said.
On Oct 31, the ministry launched marine observation stations on the three reefs, which are now offering regular information services including marine forecasts and disaster warnings to the international community and passing ships.

so Fiery Cross Reef, Mischief Reef and Subi Reef and Scarborough shoal have air base or runway ?

There are only 3 air bases Subi, Mischief and Fiery cross There is no artificial island yet on Scarborough reef
It is still mostly under the sea

Just to add that China is ready to start huge reclamation project on Scarborough reef .... it was lucky that Du30 won the election, otherwise Scarborough reef would have been a very big island with a very long runway
When will the "hugh" reclamation project start? Is this being discussed & agreed by Presidents Xi & President Dutarte of the Philippines? According to Old Chinese wise person Lieh Tzu: "Arrogance is dangerous for it makes enemies for oneself; deference is sure, for it makes friends. Everything succeeds for the deferential person in both private and public life; whereas the arrogant person has only failures".

which part is "arrogant"? ... you need to read more of geopolitics in SCS .... do you know who was the previous Philippine president ?

I see u r an expert on geo-politics in SCS especially re: the Philippines, Pivot to Asia & also the Arab Spring. Anyway, you are entitled to your opinion and so was the wise Old Chinese Scholar Lieh Tzu about "arrogance". If you listened/read President Xi's recent speeches & also his several visits to Manila, you would have noticed that besides being smart & a strong leader, he is also diplomatic. There is much to learn from your experienced President on geo-politics & diplomacy(regional & international), especially in a troubled world where there is an arrogant US leader who prefers chaos, including upsetting the "apple cart" on trade etc.
