Well, aren't I glad that Mr Forbes isn't in a position to start a war with China. His assertions aren't the average, everyday warmongering but is instead, outright fabrication - "sailing an intelligence-gathering ship directly into the middle of the exercise". He needs either really, REALLY strong glasses, or to go back to preschool to learn the meaning of words.

In any case, as noted in the article, the Chinese ship is obeying international law with regards to freedom of navigation as well as observing adequate etiquette in not disrupting the exercises, which is far more than can be said for some other navies, *cough* USS Cowpens *cough*.

Let's not take what Rep. Forbes said out of context to the rest of the article, because US authorities said several times China's spy ship is following international laws and is permitted to gather intelligence outside other national's territorial waters. Here's a relevant part of the news article:

The Dongdiao-class off Hawaii is operating inside the U.S. EEZ but not in territorial waters, James said.

“The Chinese Navy AGI ship’s presence is in accordance with international law regarding freedom of navigation,” he said.

“The U.S. Navy operates in waters beyond the territorial seas of coastal nations around the world while adhering to international law and norms, and China’s AGI is permitted to do the same.”

As for Forbes, he's a well-known demagogue, and as a lifetime Republican Party member, I could tell you few GOP newsletters I get extol his virtues.

China Sends Uninvited Spy Ship to RIMPAC | USNI News

The U.S. invited four ships from China’s People’s Liberation Army Navy (PLAN) to the Rim of the Pacific 2014 exercise — a move that was hailed as a sign of improved military-to-military relations between the two countries.

But China also sent an electronic surveillance ship designed to monitor signals from the ships, right to the edges of the exercise.

“The U.S. Pacific Fleet has been monitoring a Chinese navy surveillance ship operating in the vicinity of Hawaii outside U.S. territorial seas,” Capt. Darryn James, a spokesman for U.S. Pacific Fleet, told USNI News late Friday.

“We expect this ship will remain outside of U.S. territorial seas and not operate in a manner that disrupts the ongoing Rim of the Pacific maritime exercise.”
Guys, this is not unusual.

I would say that it is perhaps not the most wise or best thing China could have done during "this" particular exercise, it being China's first official participation...but it is not irregular or illegal or even provocative.

All nations do this. China, Japan, the US, Russia, etc., etc.

The article makes clear that the vessel has not steamed into the exercise or disrupted it. Just at the edge of the area identified as a part of the exercise gathering intelligence.

I would not make too much of it.

Territorial waters are 12 nm from shore and the exclusive economic zone (EEZ) extends 200 nm. This implies China is spying inside the United States' EEZ. China specifically criticized the USN for doing this a few years ago! China says foreign navies have no right to conduct espionage operations in an EEZ.

Washington protested the incident Monday, but China rejected the charges, saying the U.S. vessel was conducting illegal surveying activities in one of China's exclusive economic zones.

So is China being hypocritical--saying one thing but doing another?

Irrespective, the US Navy says this about the issue:

US Navy Spokesman said:
“The Chinese Navy AGI ship’s presence is in accordance with international law regarding freedom of navigation,” he said.

“The U.S. Navy operates in waters beyond the territorial seas of coastal nations around the world while adhering to international law and norms, and China’s AGI is permitted to do the same.”

Was what Capt. Darryn James, a spokesman for U.S. Pacific Fleet had to say.

As I said, this is neither irregular, or illegal. Not a big concern. The US Navy expects such eavesdropping. As long as they do not intrude into the exercise itself, nothing big will come of it.

I think you already made up your mind on that already. It seems like when you are asking that question, you seem to be be just trying to get other people to agree with you that China is behaving badly here.

In general, I would say China publicly protests anything that it deems not to be in its favour and that it cannot do anything about. But if it has the choice to do the same thing in opposite direction, it would. And let's just leave the hypocrisy debate at that.

That's the most important part. Is it usual for a nation participating in international exercises in which it takes part itself?
