Of course they were...and are.

Just look at the numbers and capabilities of nuclear attack subs and nuclear ballistic missile subs the Soviets had!

Not to mention numbers of DDGs, FFGs, and the regiments of naval air the Soviets had backing them all up.

But, that was then, and this is now. The Russian Navy today is but a shadow of what it once was.

And the PLAN is building rapidly, modernizing rapidly, and developing their doctrine to match. Their new DDGs, their LPDs, their new FFGs are very capable vessels by today's standards. They are beginning to put some credible SSN into the water too. Although the Liaoning is significantly behind US carrier technology, it is still (outside the US) right up there with the best carriers available to anyone else, and they are going to build more and keep pushing the envelope.

it will be an interesting next couple of decades.

TRUE, but also the US navy was a lot bigger than now. Reagan managed to build a lot of war ships in 1980s (I believe the navy secretary was John Lehman) and reached 600 ships, almost twice than now.

According to recent news, an engineer serving on the Liaoning recently received a first class distinction award from Xi Jinping himself. Rumor has it that the engineer solved an issue related to boiler efficiency. According to the same rumor, the issue was what holding back China from starting construction on the first domestic carrier.
I would expect Gas Turbine Electric now that IPS is available. Or are the necessary propulsion motors yet to be developed?

I reply to thie statement below and then lets get back on topic.

actually the USN never got 600 ships. The high was 594 as of 09.30.1987. Close but no cigar.

The next PLAN carrier will likely be a CATOBAR/STROBAR hybrid. Sort of like the Ulyanovsk class. It will be a Liaoning like ship with one or two catapults on the angled deck. This is for interoperability with the Liaoning. And the next carrier will be most likely a full CATOBAR carrier.

But i think that the module that we see in Shanghai will be more likely to be a LHD than a carrier.

I think that is in all likely a very possible scenario, after all the Liaoning is still a handicap in many ways because of its inherit design flaws which don’t make it as air centric as it can be, but again it was the Soviets designing and testing it before the moved on to a larger carrier programme

The Chinese have taken it as far as it can go, and that’s the best you’re going to get out of that platform, 2 x Squadrons of 12 x J15 Each, that’s 24 fighter aircraft

We have all heard China saying its next carrier will be larger air wing, which means they will likely establish 3 x Squadrons of 12 x J15 each, that’s 36 aircraft

Now if you want to lift 36 fighter aircraft your carrier has to be >65,000 ton bare minimum if not larger even 75,000 ton and if you go for 4 x Squadron’s we are talking super carriers closing in over 90,000 tons and 100,000 ton class, really your talking Nimitz territory now

I think China wont jump the gun and go for 4 x Squadron’s but likely go for 3 x Squadron’s meaning the next Chinese carrier will be say 65,000-75,000 tons with fixed wing AWACS which means we need two steam catapult from the angled deck, so that’s 2 catapults and 2 ski jumps bang on the Ulyanovsk design

And that is also a good learning and developmental curve, Liaoning carry’s 2 Squadron’s, CV-002 carry’s 3 x Squadrons, CV-003 and CV-004 carry’s 4 x Squadrons, Total naval squadrons from carriers is 13 x Squadrons or 156 fighter aircraft

Liaoning is conventional single class carrier
CV-002 is a conventional single class carrier bit like Ulyanovsk
CVN-003 and CVN-004 are nuclear powered Class carriers of which 2 are built

CV-002-CV-003 go to three fleet and Liaoning remains a “training carrier” but can be called upon for action

Boiler efficiency ties in with nuclear powered propulsion and the use of steam power in an efficient way. So, the need to improve boiler efficiency may be an indication of plans to build nuclear powered carriers and maybe, but not necessary, steam catapults.

A conventional fired steam plant uses a much higher higher steam temperature than a PWR steam plant. I would be surprised if the improvement to Liaoning's steam plant is relevant to a nuclear power steam plant. The plants are really very different.
