Their purpose is to make noise in front of the cameras, when that purpose is fulfilled it's time to send them home. In a way, Hanoi can play it both ways...y'know, unless they move every government functions down south to Saigon, if things goes down the toilet Hanoi is within striking distance from long-range artillery rockets from the borders.
Not saying things can get bad that fast but...all you need is some uncontrolled mob rush into Chinese embassy and trash the place up, and things like that usually happen in a heartbeat, especially when the participants are hot-head university undergrads. It's not like in China, that Hanoi would put at least 5 lines of fully geared riot police between the mob and the embassy.
