Electronic intelligence can be gathered even if the ships are in Chinese ports. The SSF bases are just a blink away from some of the world's busiest sea lanes.
If you're always trying to hide, you're not going to gain training and experience.
I'm pretty sure some measures will be taken to hide certain signals or not to use them at all.

Could it be that China is sending their best 052C destroyer because they are soon going to introduce or build a even better ship?
Just like the J-10 which was shown to the public in the air show because China has even better plane in the workings or flying such as the J-11B.
I read that the J-11B is going to be the top gun for the air force instead of J-10.
