My navy is all togheter in one base. One small gap to enter the ocean. One blow or blockade and its over. Kinda like ukraine

This discussion began with an article that said China had the longest dock, 700 meters long. I objected to that, said that it should have said pier, but that the term dock showed the writer didn't know what he was writing about. I think the discussion since then has been a waste of time.
Where and when this photo was taken? i think that if this was a military ship, it wouldnt have those flashy billboards, although that red banner is readable (what does it say?).
