He means EMALS needs a lot of current. A lot of those requirements can be worked around with smart electrical systems design and advancements in certain types of electrical components (like capacitors). In fact, that's the whole point of IEPS.

Not to say that the first carrier with a cat will definitely have EMALS, but as I said earlier there other ways to supply that current.
One nuclear reactor is installed and three electrical power generators or four are used to produce electrical power from that. One is dedicated to propulsion requirements and surplus power is used to charge back batteries / systems. Second and third ones are used to supply power to EMALS and to radars / control systems. Fourth one is used to mainly for heating through steam bleeding. Occasionally it is used to produce power partially. Main purpose is not power generations.
EMALS has induction/capacitance storage devices which can store 500MJ in a single devices. Multiple devices are on both sides of EMALS track.
There are multiple EMALS tracks on aircraft carrier decks. At least 2-3 to launch air crafts and 1-2 for landings.
New advanced materials allow 100-500 % increase in storage and current handling capacities. High capacity batteries are able to charge instantly in 1-2 minutes. A power traction device may be used to park the air-crafts and to bring them to launching track based upon EMALS. Graphene is one of new material to be used for high capacity batteries and capacitors. Emergency diesel-gas generators are used as back up power generators.
If aircraft structure can handle 400kmh EMALS speed it can launched into air in a few minutes. It can be airborne with enhanced fuel and weapons amounts unheard until now in public arena.
I am expecting J-15 II and III blocks in 2-3 years with higher weapon loads.
These trends are indications that PLAN would follow electromagnetic path. You can see the reason that developments is continuous and china is not in hurry to induct J-15, J-16, J-11C and J-10C. Look Y-30 and Y-9+ in same triangle of evolution. Same is in EMALS, super conductors and super capacity materials and their development. Same logic in beyond F-35 collaborative project. I do not buy that data is stolen or got through spy networks. May double agents or facilitators are used in these theatrical proliferations.
Also look 100s tera-bytes of F-35 data is leaked to China. it is another mode of cooperation.

I don't think people should doubt when Chinese officials are actually saying they have the EMALS tech. It is rare for Chinese to disclose this kind of information, and when they usual do - within 2-3 years they have a working prototype.
I remember a few years ago (I think 2011?) when a group of chinese travelled to US to present their paper in a conference on hypersonic research. Back then most people thought China is far behind the west and a working prototype would not be ready for at least a decade. Funnily enough, in just a few short years and China had already successfully tested its HGV 2 times (out of 3).

Uses the test installation on land for EMALS also nuclear energy as a power source?
No. The powerplant doesn't matter. It's about how much electricity you can deliver. Nuclear power is ideal because it can generate more power.
