It seems the answer to your question is probably known to you at heart since you clearly research the subject. The PLA and PAP are both enormous organizations. It's clear even from just observing pictures that equipment, training and even standardization is not applied uniformly across units. Clearly Chinese military photographs don't particularly care or understand when they post equipment being poorly used or worn. And from the fact that previous propaganda posters have even posted ridiculous amalgamation of images including Japanese WW2 warship to promote the navy, or F-22 to promote the air force - it's clear whoever is reviewing their work isn't doing a very serious job. Probably because that job isn't considered particularly important to an organization that never had issues with recruitment to begin with. If you go outside the official channels of media for western armies, you'll find all manner of unprofessional behavior and ridiculous wearing of gear as well. Soldiers with backward scope, magazine inserted upside down, flagging each other in CQB training, falling asleep in trenches, wearing their vest backward, repeatedly not understanding basic commands - it's all widely available on youtube. We laugh about it, attribute it to newbie mistakes or lack of sleep from long exercise and move on.
