I just hope they develop their own caliber, something like 4.6*30 would definitely fit. 9*19 is total ass, not ideal for close combat but also shit for long range, the magazine depth is limited and the penetration is either too much or not enough, a piston driven mini 191 with 4.6*30 is all it takes. Since AP performance is not needed, a polymer tip projectile is ideal

If you're referring to the police, Im not sure they have a serious enough need to warrant the development of a whole other gun, let alone caliber.

The 5.8x21mm round already exists for the Type 05 submachine gun but it is almost never used by the PLA so I doubt that it would be used by police teams any time soon since the Type 05 is the only one of its kind and due to how limited the ammunition is compared to 7.62x25mm and 9x19mm. If the police needed something with AP capabilities, any rifle-calibre carbine should be sufficient.
