Perhaps. Looks like they keep the gas system, but resigned everything else. And since the front foregrip doesn't seem to have any connection with the barrel, it could be indeed free-floating barrel design..I think the buttstock length is adjustable; there is that crease we see on the buttstock which suggests it is meant to slide, I think.
Also, I don't think we can necessarily call this a mere evolution of the QBZ-03 without knowing the internals and how it all comes together vs the QBZ-03.
And given the modularity of the gun, I feel like they probably went back to the drawing board to design a new weapon from the ground up but being relatively safe and conservative while also trying to make it relatively ergonomic, straight forward but offering the rails and mounts that you'd expect for a modern rifle. It also looks like the barrel is free floating?
