Depending on what do you mean by "help". PLA regularly helps out in Chinese movies and TV programmes by providing equipment (tanks, trucks etc) and manpower. All the soldiers in battle scenes in the classical Chinese war movies like Hero or Three Kingdoms are actual soldiers from the PLA, for example.

But in terms of the details of equipments such as the rifle, the actual tactics, doctrine and training shown etc, I would say PLA has very little if no input what-so-ever, and it is all down to the imagination of the movie producers and directors.

A type 95 rifle in similar configuration (w.r.t the rail system) etc has appeared about a year ago, but was later dismissed as a fake made from a dummy training weapon. Certainly there currently is no credible information on the addition of a rail system like such as an upgrade to 95 family used by Chinese security forces.

I saw a documentary about send energy from space to earth. Could be done a small weapon based on this concept? A 500 meters range weapon should be enough. And no recoil. Well ....is just a concept and major problem like how battery will last and the power that can be transmitted are serious.

Something like this. But whitout a light weight battery the project wont work. And powerfull battery. After all in movies we see laser based weapons all time since 1950 but in real life i never heard of one.

Yes you have right , unless some who knows what kind of new ways to make electric current in a small equipment appear. This is why students must be encouraged to experiment. I would make once in a month "new concepts day" in which students make whatever they like in a lab.

Well, there exists non-lethal weapons using laser. There is currently a laser dazzler rifle apparently in service with the PAP.
