The most reasonable one I've heard was to prevent snagging on the chest when holstering and comfort when holding on the back. The same reasons go to the 191 as well.

OPFOR is from PLA Zhurihe Garrison. That is the member of PAP (People's Armed Police) judging by the sleeve insignia, by the looks of it, he might be from Special Force of PAP like Snow Wolf, Falcon etc...
