I would say it would be more for plausable deniability. By arming the militant groups in Africa and the Middle East with chinese weapona, Turkey is able to disguise its presence within those regions.

I think this is the most likely scenario, Qatar the same when supplying their rebels of choice.

Of course it's complicated but Turkey will still do business with China, Turkey is a wild card. More so when you bring the East Turkestan Islamic Movement into things. All part of the global web of power pulling and control, everyone's striving to be the top and best, those who suffer great hardships today do not intend to do so for eternity. The Chinese government has long portrayed ETIM as a significant and dangerous terrorist organization.

It is not just "portrayed". Those bozos of ETIM did knife attacks in public transport inside China and other acts of terrorism.
