It could be potentially because of reduced cost, availability, diplomatic relations Turkey and China have cooperated in areas such as trade, investment, and infrastructure development. They have also held high-level diplomatic meetings and discussions to strengthen their ties.

Knowing Turkey's active support of insurgent elements in Xinjiang, you ain't convincing anyone that those two are good chumps with each other...

I would say it would be more for plausable deniability. By arming the militant groups in Africa and the Middle East with chinese weapona, Turkey is able to disguise its presence within those regions.

Of course it's complicated but Turkey will still do business with China, Turkey is a wild card. More so when you bring the East Turkestan Islamic Movement into things. All part of the global web of power pulling and control, everyone's striving to be the top and best, those who suffer great hardships today do not intend to do so for eternity. The Chinese government has long portrayed ETIM as a significant and dangerous terrorist organization.
