Unfortunately, there is no confirmed standard operating procedure that we know of in the English-speaking world in this regard. Just something I've been wondering out of curiosity because most videos that I've seen from the PLA, police, and instructors in China shows them running the pistols in condition 3. It confused me at first, but I’d guess it just relates to the situation at hand. From what I read, it seems to imply so, that they can carry in both, but other areas of the document were talking about using proper judgement, so it seems to be within the Officers discretion.
