Apologies if this has been posted/answered before (I searched and didn't see an answer) but does anyone have confirmation of what handgun carry condition the PLA generally use? Just something I've been wondering out of curiosity because most videos that I've seen from the PLA, police, and instructors in China shows them running the pistols in condition 3. For example like in this video:

Unfortunately, there is no confirmed standard operating procedure that we know of in the English-speaking world in this regard. However, like you noted, condition 3 seems to be the common practice over there.

I found a document that may be of help, now granted this isn't a standard operating procedure in the PLA, but it's likely applicable there, and it seems to be People's Police standard operating procedure, let me know what you guys think though. It's Article 9, subsection 1 of this document here:

"子弹未上膛时,打开枪支保险" is condition 3 but then "子弹上膛时,关闭枪支保险" is condition 1 so is that implying that they can carry using both methods?

It confused me at first, but I’d guess it just relates to the situation at hand. From what I read, it seems to imply so, that they can carry in both, but other areas of the document were talking about using proper judgement, so it seems to be within the Officers discretion. Either way I think they can carry in both conditions, yes.
