Well, based on the photos that are released to the public, the majority of PAP officers are also not as well equipped as the SWAT officers in the pics you are referencing to. Generally speaking, despite the massive overhaul of the infantry’s individual equipment, the PLA and PAP, particularly the former, aren’t obsessed with their SOF and infantry looking tacticool as long as they can get the job done.

The pictures however did make me think about how PAP SOF are often similarly equipped and also better equipped than their PLA SOF counterparts, leading to my wondering.
Certain things like headsets and hearing protection, FAST style helmets, red dots and magnifiers and IR lasers, load bearing vests with plates, and also zip ties and glowsticks, if demonstrably available, are at least indicative that they are intended to be used and can reasonably be assumed to be used in a competent manner.
Some of those things may not be as important to PLA SOF (like zip ties), but many others are.
