Reduction in charge would create two problems. First the weapons targeted for use are gas operated reduction in gas pressure would cause issues in Mechanical cycles leading to unreliable operating. Short strokes, misfires, jamming, failure to feed, failure to eject. Next since the round has more than one bullet head it’s heavier. Necessitating more pressure to properly expel the two + rounds a hotter propellant and partially telescoping the bullet in the powder can make up for it.

Its one of those bullet types that has popped up for future programs as far back as post WW2 project SALVO, but always seems the bridesmaid. Part of the problem is that reduction in velocity means reduction in range the effective range and penetration performance is about halved. Ardec was fooling around a few years back with a multiplex round for the M2 the XM1175 “Interceptor” idea was to use it as a round for urban fighting. The reduction in pressure and range meaning that it wouldn’t over penetrate barriers. Given this was stated for a 14.5 mm it seems like the makers are thinking along those same lines. A multiplex with 9 projectiles would probably have reduction in performance closer to a battle rifle that the heavy heavy machine gun it normally is. 14.5 sitting just under 20mm auto cannon for weapons class.

Chinese weapons usually have a gas selector for dirty, maybe it work for low pressure too. Otherwise just add a gas selector with duplex setting.

Gas port selectors are by necessity located on the gas block which tends to be closer to the business end of the weapon in question. This means that it might not be as simple a matter as you think. In some cases it would even include disassembly of the weapon to gain access.

In the case of chinese rifle it's always take one bullet as wrench to adjust a little lever at the muzzle. Not the easiest thing to do with rifle but reasonably convenient even in a fire fight.
