In my experience everyone in the military no matter the country needs to know how to fire a weapon.

I know for a fact that in some militaries, those in what is considered "support" roles (such as logistics) do not even learn basic weapons handling. Much less live firing.

Also, I find it rather interesting that an air force (blue insignia on the female troops) communications regiment need to do such tests. Shouldn't there be other units defending an air force communications regiment?
