While this may be in development in some capacity, considering the timeframes I believe that it was cancelled early on. These concept art and test rig are circa 2018. Since then, all materials depicting the new tank have been showing a 6 wheeled vehicle. Considering China´s operational theatre and likely war scenarios a heavier tank makes less sense than on a European setting.

I have a feeling its just a mistranslation, he probably mentioned the tank having two different configuration via a modular design but not two completely different types of tank. Any how there is actual pictures of a heavy armored configuration of the new tank so its definitely real.
Also funnily there just some engineer in an adidas tracksuit in the tank
