This is far beyond a mere arsenal ship. Just the VLS containers and a CEC datalink module is all you need for an arsenal ship.
This is essentially 80% of the combat capability of a full ledged warship with its own full sensor and self defence suites. There could even be a containerised CIC module in the there for all we know.
If they actually expand on this concept, it’s kinda hilarious to think of the kind of shenanigans they can get up to.
Imagine taking a bigger container ship, drop some drone control containers onboard and you have a drone mass carrier. Extend that a tiny bit more by taking some of the truly monstrous bulk carriers and dropping a full length angled runway on top with EMALs and you have yourself a de facto light carrier.
If you want to go the other way, imagine if they just covered one of these container ships with full length Type730/1130 and HQ10 modules. Pair a few of these shield ships with all warships and your warships are basically immune to enemy conventional missile attacks now.
In theory, you should be able to use the ship's own fuel filling system to tap into the ships own fuel tank since they can pump fuel out just as well as it can pump in. Another alternative would be to have containerized fuel tanks connected to the generators though it has its own problems, obviously.

The limitation wouldn't be Chinese shipyard capacity. There are already hundreds of small containerships that would be suitable and it's a matter of loading up the containers and then doing cabling and piping
The thing is, the US military had been planning to do this for a while; they have no moral high ground whatsoever.
they can't do it today . their empire build on the rep of them being good guy , world police keep sea trade safe for large part of the world
another problem for them is once war with china start every merchant container ship will fly any other flag than china (include china's armed "civilian ship")
to make matter worst in wartime , they can't afford to spare a massive cost/resource/man power to board and check every single merchant ship to make sure they don't shot the wrong one .
they must choice one option between 2 poison :
letting their hard to replace warship/sub at risk or attack all civilians ship show up 1000km around their force . that gonna piss off alot of nations
