I suspect your average PLAGF, PLAN Marine, and PAP grunt is a peasant from the poorest strata of society or is someone who can't meaningly participate in the economic life of urban areas. He is therefore unused to rudimentary modern amenities and incapable of properly handling basic military equipment. The original poster (@QIUSIYU) of this image, for example, is a

know how to properly wear a vest. It will be a long time before your average Chinese grunt can perform competently in a modern war because he is still firmly planted in the third world, not yet even at the level of the Afghan Taliban.
That's a consequence of inadequate and/or improper instruction and training, not of the recruit's socioeconomic background. Your average urbanite wouldn't know the intricacies of body armor placement either; it is up to the training programs to get these folks up to par. The fact that this deficiency has persisted for so long and is so pervasive points to inadequate instructors, improper PLA instructional material, or both.

It's mostly down to the strong peasant DNA of the Chinese military, which will take a long time to clear. Peasant instructors teaching peasant recruits, what could go wrong? You get a peasant army who can't even wear vests properly. It really is as simple as that, so no need to overthink with (mild) political correctness in mind.

This is almost certainly a failure of training starting from the sergeant on down. The shoulder straps on almost all plate carriers are adjustable which means there is no excuse for not having the top of the plate carrier sitting at the level of the clavicle. Though I have to say I tend to agree with the general lack of understanding of the Chinese population regarding military hardware, including plate carriers and how they are supposed to be worn, whereas in the US you can buy plate carriers like candy (I own two sets myself), and the martial nature of gun nutters in the US pretty much ensures they know exactly how to wear them LOL.

I don't disagree, but the poor training and instruction are a symptom of low quality recruitment over a very long period of time, which will take quite some time to improve.

Two illustrations from academic paper(s) that explore the use of unmanned surface vessels and UAVs in cooperation with manned platforms to perform fleet defense tasks. Specifically, remotely controlled USVs and UAVs serve as anti-air missile launchers and anti-ship missile interceptors, with targeting information provided by manned destroyers and other aerial platforms. Basically, the unmanned platforms serve as a picket force to protect manned assets.

All the more reasons for procuring more flat-deck warships - Or even better, U(C)AV carriers that are in the dimension and displacement ballpark of CVMs.

We've seen the speed at which the 076 LHD is built (~1 year 4 months from start of hull assembly to launch). Similar-sized warships with exclusive focus on carrier-based aviation operations on the high seas instead of a dual aviation-amphibious mission setting (i.e. LHDs) should be achievable around roughly similar built rates and efforts.

The goal is to put as many flat decks onto the sea as possible, which aims to increases not just the reach of coverage, but also the density of coverage in the vast oceans of the WestPac by carrier-based aviation that would serve to expand the defensive umbrellas of naval fleets (whether that be carrier battle groups (CBG), expeditionary strike groups (ESG) or surface action groups (SAG)) as far away from the center/flagship/critical warships of the group as possible.

Of course, this would also work in conjunction with USVs and even UUVs, in addition to the manned surface warships and submarines of the navy.

I think one way to preserve the multi-functionality of the 076 in the setting of their use as part of blue water fleet action is to use 726 ACVs as ASW sensor platforms with the development of TAS and VDS hardware that can be deployed out the back of a 726. This would easily represent the pinnacle of cheap ASW platform and would allow 054A/Bs to be freed up and used more readily for local air defense for HVAs and escorting DDGs.
