What do you mean by interpreter? A naval officer who speaks the other language? Depends on the required language then.
Sorry, yes they have officers that are fluent in the other nation's language so they can do Chinese-Russian as an example without the need for English. If the Thai military primarily communicates in English instead of Thai though they can arrange for staff with sufficient English fluency, though considering China-Thai relations have been ongoing for years including in the military domain, there should be enough liaison officers fluent in Thai to not require English as a bridge language.
I know for a fact that the PLA and Pakistan have Officers and men that speak each others national languages and also use English and also Russian to communicate for some strange reason.
They bring translators. As global as English is most people aren't really good at it. Most people never master a foreign language unless they live in a country that speaks a foreign language or get a degree in it. A lot of immigrants sound childish and rude even after years because they don't know nuances and idioms to the level of a native adult. There is no way two militaries would communicate in a language that is foreign to both sides.
