Are those rockets supposed to create that much debris?
it not the rockets ,in training you put bags of water or other kinds of cover behind the launcher when they lunch them to prevent damage to the deck , what we are seen in the photo probably is this cover.

An AG600 large amphibious flying boat took her maiden flight at 10:55, May 31.
The MTOW of this large flying boat is over 60 tons. And it's designed for forest fire fighting, maritime search / rescue and other purposes.
AG600 has the abilitiy to take in 12 tons of water while taxiing on open water surface and release the water above the site of fire automatically during one operation circle.
It's also the first special aircraft of this purpose designed and manufactured in China.

“鲲龙”AG600全状态新构型灭火飞机首飞成功
由我国自主研制的大型灭火/水上救援水陆两栖飞机“鲲龙”AG600全状态新构型灭火飞机31日在广东珠海首飞成功。
当日10时55分，AG600飞机从珠海金湾机场滑行起飞，完成等速爬升、平飞减速、松杆飞行、模拟进场复飞等试飞任务，在空中飞行20分钟后平安降落，飞机状态良好，操纵系统正常，各系统运行稳定。
AG600飞机是为满足我国应急救援体系和国家自然灾害防治体系建设迫切需要研制的重大航空装备，是我国首次按照民用适航标准研制的大型特种飞机，是与运-20大型运输机、C919大型客机并称的三型国产大飞机之一。

在工程化验证阶段，AG600技术验证机相继实现陆上、水上、海上首飞，关键性能试验试飞和汲投水灭火功能验证试飞，突破掌握了气水动融合布局、高抗浪适海船体、复杂高支柱起落架等关键技术，为项目发展奠定了坚实可靠的技术基础。在实用化应用阶段，主要是开展全状态新构型灭火飞机、救援飞机研制和适航取证。
据介绍，此次首飞的AG600全状态新构型灭火飞机最大起飞重量60吨，最大载水量12吨，填补了国产大型航空灭火飞机的空白。该型机立足于国内产业链、供应链、创新链，实现了包括发动机、关键机载系统在内的100%国内自主配套，一大批新技术、新材料、新工艺得到应用。

中国航空工业集团相关负责人介绍，航空工业将加快推动型号研制和市场化应用，积极开展灭火和救援使用模式研究，并推动应急救援指挥中心、示范运营基地试点建设，计划于2023年具备执行灭火任务能力并投入实战应用，2024年灭火飞机取得中国民航适航证并交付用户使用，2025年救援飞机取得中国民航适航证并交付用户使用。
