If they renumbered it, they also renamed it, given this hull is reported by Chinese media as Suizhou. So it looks indeed like the second in class.
Why they called this ship PLANS Suizhou minesweeper? The former PLANS Suizhou #834 (retired) was a minesweeper, but the current #834 is a semi-submersible transport ship aka a float-on/ float-off transport ship.
Obviously there is a mis-identification of name for current #834 and previous #834 (retired). So my question still remains is this a follow-up ship or the lead ship with its pennant number changed?
The first PLANS #834 Suizhou was a type 6610 minesweeper.
第1代随州舰:6610型基地扫雷舰,舷号834,已退役。
Moreover, the current PLANS Suizhou is numbered 624, a type 056A commissioned in 2020, in service with South Sea Fleet.
第2代随州舰:
056A型轻型导弹护卫舰,舷号
624,于2020年服役于中国人民解放军南部战区海军。
