The first encounter was on 19 MAR 2016 @ around 23:15, and the fish stealing ship was inside Indonesian EEZ around Natuna Island.
After around 1 hour chase by the Indonesian Coast Guard, the fish stealing ship was caught and boarded by the Indonesian Coast Guard outside Indonesian EEZ.

1) The solution is simple. PRC MUST require all the PRC commercial fishing vessels who want to operate outside PRC EEZ to install the Beidou Satellite Transponder, thus the fishing vessels can transmit their location in real time 24x365 to PRC Coast Guard authority.
2) PRC Coast Guard authority shall share the real time location data with all FRIENDLY neighboring nations, such as all ASEAN nation ( except Philippines ), Russia, North and South Korea that own EEZ.
3) Any fishing vessel caught without working Beidou Satellite Transponder or intentionally having the transponder power off will be immediately confiscated and sold at public auction, and the proceed shall be given to those PRC Anti Corruption squad nationwide. ~ No more if or but.
4) I think the above setup will deter all those dimwitted, selfish, and ethically low PRC citizens from stealing inside friendly neighboring nation EEZ, which are very damaging toward PRC national welfare.

I confused. You said that the fish stealing ship was caught and boarded by the Indonesian Coast Guard outside the Indonesian EEZ. Then, the Incident (the China CG hit that fish stealing ship) happen outside the Indonesian EEZ? But according to the info that I hear from the military forum in Indonesia, the Chinese CG hit that fish stealing ship near the Indonesian Teritorial Water. That mean, almost 12 Nautical Miles Teritorial Water.
I think, it is not the boat that need transponder, but the Coast Guard who need more disciplinary training.
Well, these greedy people usually couldn't care less about nationalism, they would rather emigrate to other countries where it's easier for them to enrich themselves further than in overpopulated China.

Nationalism requires some concept of others, which is mutually exclusive with total selfishness pointed out by GreenestGDP and PanAsian. It is much like how nationalistic multi-billion corporation doesn't exist. In any case, the fact that fishing boats from Taiwan were also fired upon point to the possibility of someone being trigger happy, or that someone is trying to create an incident with China.
This, I agree. Both Indonesia and China have the same shortsighted attitude with blind nationalism for a toxic and volatile brew.
