So PLAN certainly will still want numbers and if somehow there's truth to the budget not being enough at around a measly 2% GDP (PRC can more than double this to reach what most military countries spend), the army can suffer because airforce, navy, and strategic improvements take priority.
Spending upwards of 2% GDP annually is really just a misconception in fact. Currently the official numbers are much closer to 1% GDP and I have no problems with believing that.

Cutting the navy budget now is exactly the opposite of what they need and probably will be doing.

Whilst the US and Russia have frequently been at 4% of GDP in terms of military spending, the vast majority of countries do not spend anywhere near this.

I agree that naval (and missile/air) spending is the priority. But I see additional carriers and carrier aircraft as being of limited benefit when compared with additional surface ships or submarines or J-20

Google image search gives some returns on that particular image to this past summer. Does that mean we're looking at an actual photo of JL-3? One would imagine if it was a French or Russian missile that there'd be more hits on google for it.

then i find it peculiar that the design went back to a more pointy nose.

As opposed to french m45 going from a similar pointy nose to a more blunt nose in m51. Or Poseidon to Trident nose change. Russian Bulava missile also has a similarly pointy nose.

Other details are very hard to estimate as the resolution is poor. Length to diameter ratio appears to be just a smidgeon under 6, give or take 10%. Which could be too much error in this case. 1.8m diameter would yield 10.8 m long missile. 2.1m diameter would yield 12.6 m long missile. But given the possible error margin, it might very well also be anywhere from a 10m to almost 14 m long missile.

I'm sorry to ruin the party, but this is not the JL-3 but a Bulava tested from the ''Yury Dolgoruky' prj.955 Borei class SSBN in September 2016

However, multiple sources point to a high possibility of a JL-3 test in the last few days.

Based on these indications, I'm strongly inclined to believe that a JL-3 test did occur very recently.
