The White House throws out feelers using journalists and think tanks to see how targeted audiences respond. This way they can save face if the response is negative.
All US think tanks closely align with US interests.
Where is your evidence for this? Note that I'm asking for evidence, not personal opinion.

Because that's what the White House does to see how the American people react to whatever they're thinking of doing and if there's a bad reaction, the White House goes no further and political enemies can't use it against them. China proposed a space weapons ban and the US refused and now China is charged with making space weapons and the Western media makes China out to be a liar since they're the ones that proposed a space weapons ban. So if the US proposed a hypersonic weapons ban and Russia and China refused by their own logic if the US continued hypersonic weapons research, they are liars. So by the American logic if you propose something, that's as good as promising to commit to it even though no one else is going along. And if you break your own commitment, you're a liar. Hence why they use intermediaries to throw things they're thinking about proposing out in the public.
Yes the US is afraid of hypersonic weapons development by countries they don't control. And they don't want Russia or China to sell it to any other countries because that would mean they would have the ability to strike the US homeland. The US bragged about striking anyone in the world in less than 30 minutes with Prompt Global Strike which is mostly about hypersonic weapons. The US regularly strikes countries first not having to worry about retaliation. Now Americans would have to worry and they can't cry foul especially if it's retaliatory. Just a conventional bomb, via hypersonic vehicle, striking the US does much more damage to the US than it does the other way around. Hence why there's talk of a hypersonic weapons ban.
In other words, even after this wall of text you don't have any actual evidence that RAND is some kind of US government mouthpiece. Thanks.

You mean like how Judy Miller wrote a fake article on WMDs in Iraq in the New York Times that George W Bush used as his reason to go to war with Iraq? Does the President need Judy Miller to tell him what his own intelligence agencies already know? It's because it makes it look like it came from a vetted neutral source and not influence by a political agenda so therefore it must be true for the public to believe.
BTW, my friend asks if you still believe fusion power is the stuff of science fiction?
Maybe you can ask your friend if he/she/it can provide any evidence that RAND is a US government mouthpiece, because you obviously can't.

I don't remember saying anything about fusion being science fiction in this or any other forum. Please tell your mentally retarded imaginary friend that I think fusion is a likely future source of power and is worth putting research and money into.
In any case, your "example" of Judy Miller is as full of paranoiac conspiracy theory as all of your other paranoiac conspiracy theories that you've spewed onto this forum in the past, including the latest one here about RAND being the US government's mouthpiece, which is not at all related to Judy Miller. Even in the remote chance that all your orgiastic conspiratorial fantasies came true and Judy Miller actually was Bush's mouthpiece, it does absolutely NOTHING to prove that RAND is a US government mouthpiece or that the US government specifically directed RAND to publish this particular report.
