These PLA Army amphibious units with their obsolete equipment from Mad Max style modified APCs to individual troops' helmets, and likely deficient training, show the flip side of the resourcing compromises that gave the PLA their CVs, J-20s, and such. Now and then it's important to remember that this level of development still represents a large proportion if not the vast majority of PLA forces across all domains, not the units with cutting edge equipment and training.
I don't see any problem with it . Not every unit or brigade has to have top notch or cutting edge equipment.
Let put it this way 20 years ago only half of the PLA division are mechanized now I believe almost all of them are mechanized.During the Vietnam war China suffer large losses because the army is not mechanized and of course the cultural revolution neglect training
Some crack or elite unit will get the cutting edge equipment. But the 2nd echelon will get the "hand me down equipment"
And that is normal I don't see any problem with it
Anyway no one is crazy enough to invade China and money is not unlimited. Right now the priority are air force and the navy.
The Chinese strategy has evolve over the year now it is call "far defense" meaning they will push the military operation as far away as China mainland
